Desolé mais je suis mauvais en anglais... Je voulais juste savoir si les outils permettaient façilement de créer des jeux TBS Civilization ou des RTS  City-Builder...

Some questions from the top of my head that might help to get a better idea what would you like to do. Feel free to answer them in French, but please answer them. There is no way we can help you without having a good idea how experienced you are:
1. Do you have any prior programming experience?
2. What kind of programming languages are you familiar with?
3. Do you have prior experience with specific libraries (DirectX, OpenGL, SDL, etc.)?
4. Do you want to develop a cross platform game or does it just need to run on a certain platform (Windows, Linux, Mac)?
5. What kind of strategy game do you have in mind?
6. How old are you?
7. In case you actually really struggle with English, have you considered to post at some French-speaking game development forum? I'm pretty sure that there is some French equalivalent of gamedev.net. You might get better advice in your native language at such a place.

I have no experience squarely in the middle of programming languages, so this is why I need the tools of creation that I would make it easier to create with the least possible language ...

Then FIFE is not the right tool for you. Try to use GameMaker or RPGMaker ;)
